We could, actually. Android already has the ability to sideload apps, so if one took the google app store out of the picture and apps were set inside a prison, it would be easy to download apps freely and without any anchor. Same with apple.

We`re at the part of the stage where they are using vague language in order to push an insidious agenda and what the vague language helps to do is promise security while diminishing almost all freedom until there is no freedom whatsoever. Smart tech is one of the keys to this.
